Error when sending money

I'm trying to send money to a friend, and I'm a verified user since years ago. I have no problems sending money to other friends, except one in special. He is not verified, but I believe the others I can send aren't as well.

What should I do? I tried different methods, via donation button, via send money from my account, and with the mobile app. All methods gives error when I try to send money to this specific friend.

Note: I have sufficient funds in my PayPal account and I tried 3 different coins, including my coin, his coin and USD.

Every solution just gives the same error:

"Unfortunately we cannot send your payment now."

It's been two days since I'm getting the same error. (but this error never happens if I try to send to another friend).

There might also be an issue with your friend's PayPal account so it might be worthwhile asking him to contact us directly here.

Thanks for the reply. We followed all procedures, except that he is not verified (the one receiving the money).

I will ask him to verify his account and will try again.

If it doesn't work, I will come back here to report.
