I paid for a £13.99 transaction on the web with Paypal. I find the payment deducted from my credit card statement AND a minus £13.99 on my Paypal statement. Have I paid twice?
It sounds like you may just be seeing the payment going out of your PayPal account which is normal. When you use your card on PayPal to fund your payment you will see the debit on your card statement and the payment going out on your PayPal account.
