I want to send funds to a PayPal account to purchase services.
I do not want the seller to have the money until the service is provided. I'd like to authorize payment once I've received the service.
Is there a way I can send the funds but withold release of those funds until I authorize release?

No, all buyers have to pay first before they receive services or goods unless the seller states you can pay later.
Advice is voluntary.

I do not object to putting the money forward when ordering the service, so that it is set aside for the service provider.
What I'd like to do is to withhold payment until the service is provided.

You pay your seller first, paypal does not offer escrow.
