Claims $ was sent to my email, and say there payment was confirmed to their email but I've received no email confirmation on my end and no funds to my email either! Is this a scam?

With that amount of information then no idea.

But if the funds are not showing in your paypal balance then double check that the email address that the buyer paid to is correct with no typos etc.

Also can you receive dollars on your UK paypal account?
