Can we send money to Iran ?

Hello, I have a problem with transaction. I wanted to book a room at hotel in Iran from samita.com and I had to pay by paypal because they dont have Visa and Mastercard... My transaction was pending over 60h and now I got message: "We're sorry, but we had to reverse this transaction." and my second transaction is still pending. I start my holiday on Sunday and I have big problem. I dont have full acess to my paypal account beacuse I sent my money to Iran... Can I resend my money  because I have to pay for my room?  I didn't recieve message from Resolution Center...
