Can't send money using my PayPal Balance.

I have been winning money by playing video games and buying a bunch of stuff off of people with the money I've been winning. 
But when I tried to send $80 to someone it would not let me. Ever since then, every time I try to send a payment to anyone, even if it is only like 10 cents, it says; 

"We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service."

I just wanted to know why this is happening. Is it because I've received and sent too much money today? Or is it because I don't have my credit card linked to my account? I can if needed but I would prefer not to. What should I do?

It is the next day and I am still having this problem. Any solutions?

Is your PayPal account verified? If not, this sounds to be the reason. We would suggest adding and confirming a bank account in order to verify your PayPal account and help with any future issues sending payments.
