Can't receive funds

Hello,

 

I've been using PayPal since October and I have been paid monthly without difficulty. However, this month, all of a sudden my client is receiving the following message: "Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds." and I can't get paid.

 

What can I do to solve this problem?

 

Also, I can't seem to lift my payment limits, I've followed the steps explained on the website and I get a message congratulating me for lifting my limits, but they are not lifted.

 

I'm from Algeria and I have already e-mailed Paypal, but no answers yet.
