Can't make payment to another Paypal account

I am in the UK and trying to transfer money to a friend in Ukraine. 

I am trying to send $$

When i enter their email address I get told there is a problem and to go to there website. 

I tried sending the other day but it got refunded, I think because the time ran out to claim it

How do i get the money to transfer?

Afraid you don't, paypal account holders in the Ukraine can only SEND payments and not RECEIVE them.

Click on the link below and select the country you want from the drop down list for options available in that country.
