Can not seem to send money to another friends Paypal account.

I'm trying to send money I have recieved to another friends Paypal account. Payapl says there is a problem and I should call the call centre but I can not because my phone is broken. Can Paypal bloody well email me to sort it out please Richard

You very unhelpfully say 'email them then' but there are no email links, only stupid lists of questions that aren't relevant to this problem. This is a pain in the **bleep**.
