Setting up API with Express Invoice

Hi,
I'm trying to set up a credit card gateway in Express Invoice. I've got my API signature credentials and all that, but it also asks for a Gateway URL.
This is what the Express Invoice website says:
Setting up a PayPal Credit Card Gateway
1. They should have an PayPal account.
2. PayPal gateway URLs:
Sandbox URL: https://api-3t.sandbox.paypal.com/nvp
Live URL: https://api-3t.paypal.com/nvp
Then on the same window from credit card gateways click "check for updates" to download a .dll then click PayPal tick box then click options to access PayPal account Settings window on where you can enter the API password , username,gateway URL.
I do all this, but it keeps saying "This credit card gateway is not properly configured".
Any ideas?
