As the shipping methods and calculations are a bit limited for non-US PayPal accounts you may find better shipping options with a 3rd party shopping cart. If you're into coding your own items, you can use the shipping override variables combined with a script to do the calcualtions on your web page or site first, then pass the results to PayPal for checkout. If coding is not your thing, a 3rd party cart would work as many have very flexiable shipping functions. You can find a few carts listed here:
