Paypal Add to Cart buttons not appearing for some customers

Good morning.
I have recently set up Paypal Add to cart buttons for buying from our website.
This has worked and we have had 20 or so completed orders, but for at least two customers the buttons do not appear.
I don't know the nationality of one of the customers, but the second one is in Australia.
Any help gratefully received.
