Closing an old no longer needed/wanted account

I hope a member of PayPal sees this,

I need the account linked to

to be removed as this was used by a family member but they no longer can gain access to or reset the password, and it is one of my email addresses so I'm hoping that this can be done, I wouldn't like to go through the phone process.

I can email a paypal staff of member from the account i need removed, but i cant seem to find an email address to send an email to 😕
