Bid Business in Pakistan

We are planning to start a penny auction type business website in Pakistan for which we expect micropayments to sell digital items, (like credit coins or virtual money in this case). Is Paypal running in Pakistan and can get payments from VISA Debit Cards or Credit Cards?
