Accepting Payments for Charity Auction Through PayPal

I'm looking into hosting an online charity auction to raise money for a charity. My question is regarding not the fees themselves (I understand these need to be paid) but exactly HOW the process works.
After a bidder wins an item, does the full amount get deposited into the PayPal account and then the fees are removed? Or are the fees taken off the top and the remaining amount deposited?
Yes, the charity we are working with has a PayPal account designated as an official charity. Their concern (having not done this type of thing before) is that the account is authorized to receive money but not pay out any money.
Specifically, does anyone have any experience with the site Charity Auctions Today and how the transactions appear in PayPal?
