not sure if this is a scam

Hi there - I have recieved this message from paypal saying the funds sent to me from a buyer are not available and could take 21 days before they are. Is this normal? I thought you got paid before sending an item.

There is an Ebay and a Paypal payment hold for new sellers but there is also a scam that 'mirrors' this to try and persuade sellers to post their items.

The difference is that with the paypal payment hold the funds are actually showing in your paypal account balance but in the pending section.

With the SCAM they do not show at all and the emails are fake.
