Why are all payments sent to me 'Under review' ?

Everytime i get paid for something on ebay, the payment comes through but says under review and i am adviced not to send. ive called up paypal on about 3 occasions but they say its an automatic procedure and that it will sort itself out. a week later and its still under review and i have to refund my buyers. Any ideas ??

Sorry but only customer services can answer you on that one, sounds a tad weird though.
