Who pays to return item sold abroad?

Hi guys,
I hope this is in the correct forum.
I sold an item on Ebay to a buyer in Spain. The item was scratched in transit. I have my Ebay listing pictures showing no scratches were on the item pre-deilvery.
The buyer has opened a Paypal dispute saying the item is not as described.
If I decided to give the buyer a full refund, who pays for the item to be returned to me? I understand for UK based transactions that the seller is reponsible. However, I'm sure I read somewhere that if you ship to another country, the buyer is responsible to return the item to the seller and have it tracked.
Can anyone shed any light on this please?
