WAY OVER 21 DAYS MY MONEY IS STILL PENDING AND THE BUYER HAS GIVEN ME GOOD FEEDBACK???

I sold something on eBay for the first time and I was aware about the 21 day wait. The buyer got there package a long time ago & they left feed back I am really mad because my money is still pending and I require this money!!! Please help or tell me some ways I can get a fast response of help from PayPal!

New seller hold that every new seller goes through.
Positive feedback is not one of the criteria for early release of funds.

Normally funds are released when TRACKING shows the item as delivered + 3 days.
