Uncomfortable feeling with overseas buyer

I have an overseas bidder on ebay who is currently winning on an item despite me vloking the overseas prefernce and stating that I wont post overseas. They are bulgarian and  I feel a scam coming on - how do I block them from paying or can I return the payment to them if I receive it?

Do you have that country added to your buyer block in your my ebay??

If not then its not enough to just say on your auction that you won't sell overseas you have to block them from bidding in the first place.

However if you say on your auction that you won't post to Bulgaria then if he does pay you can refund him and offer second chance to an underbidder.

If the auction is still ongoing then you can remove his bid and add him to your blocked bidder list.
