I have above selling standards, my transaction is completed , signed for received 4 days ago, positive feedback etc my funds should of been released today pay pay told me they guarantee 199% it will be available between 2-3pm today, anyone else been told this Thank you in advance

Its an ebay and not paypal hold so if i were you i would go and use their live chat option and tell them to release the funds.
