Refund help please!

I recently sold an item of clothing on eBay and on the 13th May I recieved a message from the buyer stating that the item was dirty and discoloured. I replied to the buyer straight away stating that if she returned the item I would refund her and I never heard anything from the buyer. Today I have received an email from PayPal stating that she has opened a dispute and wants a refund. I have no problem refunding her and paying for the postage but why should I refund her if she is not going to return the item which I personally believe there is nothing wrong with, it seems like she's trying to keep the item and get her money back? Now where do I go from here I have messaged her again telling her to request a return and I will pay for the shipping but she just isn't messaging me back I'm unsure who to contact like PayPal or eBay or what to do?
