Its NEVER been a requirement to send trackable, however its recommended for your own protection.
If a buyer files a dispute for non receipt of item then the only proof paypal accept is a tracking number from you to prove that they did receive it.
I tend to send any items under a certain amount NON trackable and anything over trackable, BUT if the non-trackable items go missing then of course I refund as the risk was mine.
Advice is voluntary.
