Paypal Standard International Postage Tracking numbers

Hi

I have question regarding a Paypal - Royal Mail standard international postage. When I purchase a Standard International Postage through Paypal £2.45 for the Euro Zone, on the receipt it does give me a tracking number. But the problem is that this tracking number does not work. I have called Royal Mail and said that "Standard International Mail " service is not tracked and the tracking number I gave them didn't work. I have also spoken with my local post office and they also said that this is not tracked service. so my question is why on earth paypal is giving me a fake tracking number which simly doesn' work anywhere ? , or  please explain what is this number for ? Can I give it to customer or what's the meaning of this number.
