Paypal Issues

Is there a problem with paypla today. I sell on Ebay but haven't been receiving payment confirmation emails from paypal as normal, i have tried to call them regarding this but the phone system doesn't seem to be working properly either, or is overloaded with calls. Is anyone else having this problem?
