Why is my payment pending when PayPal has sent me an email confirming the funds had been received on my eBay sale and saying that I should dispatch the item, which I have.

it sounds like these payment are subject to payment holds which apply to all PayPal accounts and there is no way we can override this. If you mark the item as dispatched this will speed up the release of the hold. You will find more information regarding these holds here.
