Payment on hold

Hi.

Could someone please tell me why a payment from an ebay buyer is on hold for 21 days? I will not send the item until I have the funds in my account, but paypal says I have to send the item first? Doesn't seem right to me.

I know two reasons that caused this, not sure if this applies to you.

1) You just started selling and paypals requires you to build up some successful transactions before you start getting funds sent directly to your account instantly.

2) Recently you started getting some negative feedback from your sales and this caused paypal to hold funds for 21 days.

New seller hold that every new seller goes through.

The idea is that if you send the item trackable your funds are released much more quickly.

As paypal holds the payment you are at no more risk of a dispute than if the funds were in your bank account.

But if you fail to send for 21 days then you risk the new hold being extended or disputes for non receipt of item from buyers.
