Paying seller fees on Ebay

Hi, i have problem with paying seller fee on ebay, when i try to make one time payment with PayPal ebay send me on paypal site and then when i try to finnish trasaction i get mesage on ebay page -

"We're sorry. We encountered an issue processing your payment. Your payment was not processed and your account was not charged/debited. Please try again."

i try 100s time and every time same message... i have enough founds on paypal so that is not problem

i get message from ebay that i need to pay fees but i can resolve this issue

Do you have a back up card linked to your paypal account as well??

yes i have card linked to paypal, but i dont want to pay with card, i have money on paypal account

That was not why i asked, normally you can't use funds in your paypal balance if you don't have an up to date linked card with paypal as well which is why i needed to rule that one out. 

OK are the funds in your balance in sterling?

Have you got your ebay and paypal accounts linked?

Are the funds in your balance cleared and not pending?

founds on my paypal account is in USD, also invoice on ebay is in USD

my ebay and paypal are linked

founds on my paypal are cleared, not reserved or pending, and i have 3 times more founds than is ebay invoice
