Money still in pending

I sold 5 items via eBay in August/September 2016.  On 4  of these transactions the payments were held by PayPal and released within 21 days as promised which I have no problem with.  The 5th transaction occured on September 14th and everything went smoothly.  The buyer paid, I paid and printed the the shipping label which automatically updated the tracking info to the sale.  I shipped the item the following day and the buyer received the item and left great feedback.  

Today is Nov 4, 2016 and the money from that transaction is still pending.  I paid the shipping out of pocket and have already paid the ebay selling fees, still no money for the item that I sold.  I've emailed PayPal twice and all I get back in the policy no real reply.  I tried calling and it's all automated with the same BS.

Does anyone have any clue as to why this money is being held?   I have a feeling that I will never see this money and I have not been given a reason why.

Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).

When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".
