Issuing a refund with held funds

I sold something on Ebay. It was damaged in the mail. He requested a refund. I accepted. He sent the item back. I want to now issue his refund. His 185 dollars is on hold in my paypal account. I have less than 185 dollars in my bank account. When I go through Ebay to refund the item, will the funds be taken from the held amount?
I have called Paypal. They told me I needed to call Ebay to cancel the dispute, that it would be taken from my bank account.
I called Ebay. They told me that it would be taken from the held funds and they could not cancel the dispute.
I don't know who to believe and CANNOT be -100 dollars in my bank account. Who is right and what do I do?
