Can somebody show me step by step how to solve this problem? I am a seller on eBay. The buyer can not pay for the item. I recently changed my address e-mail on ebay and paypal. Do I missed something? Thank you for all the answers.
I'm having this issue with a customer that says they get the 70297 message even though I'm able to take payments from others fine. Sounds like someone needs to fix a bug to me. One bit of advice from ebay pages was to get them to use a pc to process payment rather than a phone.
Turns out that sending a manual invoice seems to work as my item has now been paid for. I had a similar issue paying for an international order a few months back. I could not process payment even though I was a regular with that seller. After wasted time talking to ebay customer care and more wasted time following their advice I simply asked the seller to resend the invoice and job done.
