Dispute over payment

I have just had some money taken out of my account due to an item from an eBay transaction "not being received". This is now a month after an eBay case was opened and resolved in MY FAVOUR as the buyer on eBay missed multiple delivery attempts of the item and then never collected it from their post office. All tracking information was given and I even arranged the re delivery attempts for them.
Is it now acceptable that PayPal has opened and closed a case within 5 minutes and taken over £100 out of my account? Because of the fact this person has said they never received it.
I have gone to both eBay and PayPal on this issue but not heard back from either yet.
Can anyone help me out with this?
Thankyou

Whether they missed deliveries or whatever the reason they still did not get the item so if that was the case they should have a refund.
Presumably you got the item back again?
