I recently sold a used jacket on eBay.
The buyer received it, and said it was in a damaged condition.
My opinion is the jacket is indeed used, but certainly not damaged.
Paypal found the dispute in the buyers favour and will offer them a refund.
I want to dispute this, as the jacket isnt damaged at all.
Ive now lost eBay seller fees, alongside P+P
how can I dispute Paypals decision?

In the event of an item received but not as described dispute it is always one persons word against anothers.
So paypal tend to find in favour of the buyer BUT the buyers has to send the item back to you before you have to refund.
Advice is voluntary.

Precisely, Paypal haven't seen the jacket aside from a few photos online.
How they can make an accurate assessment from that I don't know.
Is there any opportunity to appeal a decision?

Thats why its one persons word against another, and why they favour the buyer BUT the buyer has to return the item first.
To be honest if a buyer is not happy with one of my items i just tell them to send it back and refund them. It is going to happen every now and then and is just one of the risks of selling.

Will I be eligible to get my final value fee back from eBay?
Ultimately it did not sell, especially as I marked it with no returns

Ebay states this but best check on the Ebay board for confirmation >>
If a buyer returns an item or reports that they didn't receive it, you must refund the buyer in full, including any delivery charges. Then we'll automatically issue your final value fee credit within 48 hours. The insertion fee for listing the item on eBay isn't refundable.
We don't issue a final value fee credit if one of the following situations happens:
- You issue a partial refund
- You refund the buyer outside of eBay, such as using PayPal's Send Money
- The buyer asks eBay to step in and help and the case is decided in the buyer's favour
