Chargeback decision help please.

I sold an item on eBay last October through the global shipping programme. The buyer said they never received it so put a claim in which went in their favour but as I had provided proof of postage I didn't have to pay anything. Last week they put a chargeback claim in via their credit card company, saying the item was not as described, this again has gone in their favour but his time I have had £145 taken off me from PayPal. The buyer will not respond to my emails. I am now a phone down and £145, whilst the buyer has had £290 and a phone. How can this be right? Does anyone know if there is anything I can do? Do sellers not have any protection? The phone was exactly as described so I just don't understand. Any advice would be much appreciated. Thanks.
