Buyer claimed item not working - Returned and item is fully functional

Right so I sold a Playstation 4 on eBay and after 9 weeks the buyer contacted me saying the system no longer works (I offer a 3 month warranty on items), So no issues I had the item returned to me and I sent another unit out... Buyer again contacts me saying this item does not work either 😕
I test my items before dispatch and they were fine. Well anyway they open a PayPal dispute and I accept the return for a refund - The item gets back to me and low and behold there is nothing wrong with the system at all.
So where do I stand on this? Am I within my rights to refuse the return on the basis it was not damaged/working?
I would of course give the buyer a message for themt o arrange to have it sent back to them.

If the buyer has returned the item to you as paypal requested and provided a tracking number then you pretty much have to refund them.
Advice is voluntary.
