When in doubt, don't click on any links and forward the email to spoof@paypal.com.
As a quick test, is the email addressed to your personal name (eg Dear Jane Doe) or to Dear Member ?
PP knows your name and will use it. Scammers don't.

how can I fwd the email I got to spoof@paypal.com because it's in my junkmail.
in order to fwd it I have to okay the email & put it in my inbox which will allow that same sender to get into my inbox.

Welcome to the boards!
Moving the email into your inbox is normally ok, but if you do have a concern or your provider will download it's associated files, then by all means, simply delete it. Better safe than sorry, right?

If you scroll over the link to Restore your account now you can see in the bottom left of your screen where it
will take you and if it looks chinese or russian or foreign then its not legit

We actually recommend against mousing over links to determine their origins - in some instances, simply moving your mouse over a link in an email can result in a vulnerability for your computer and lead to a virus. Whenever possible, avoid downloading, hovering over, or clicking on unknown images, files, or links.

The link is to outside website!!
Don't click the link. they want your password and email address that is how they hi-jack accounts. a few people who are nervous or didn't think would click it..even only 1% of the receiving clicking it thousands of hi-jacked accounts.
Even unsure just log into www.paypal.com and if your account is flagged. you should receive the email...
