wont let me finish confirming my identity for account limitations

Everytime I try to confirm my account it won't let me it says my account has been limited for a long time now since the last one I had years ago i lost access to. Now it won't let me finish confirming my identity it takes me to a page that says that page does not exist.

Welcome to the PayPal Community! I'm sorry to hear of the trouble. 

 

I recommend trying basic trouble shooting steps. Clear your cache and cookies, and try using a different browser. This usually resolves any issues.

I've done all that it takes me to a page saying the page doesn't exist when I try to resolve the identity issue on the resolution page
