verify my PayPal account

I want to verify my PayPal account. I did all requirements to verify in the post of PayPal " How do I verify my PayPal account?"

 but it doesn't verify yet. I when I went to Help Center, it's told that "I'm sorry, but no Customer Support Agents are available at the moment."
