unable to withdraw funds after 180 day hold

my account was permanently limited, and a hold on funds within my account was placed for 180 days, this happened almost a year ago and i still cannot retrieve my funds. i was sent an email saying i can withdraw but whenever i try to it just tells me my account is still permanently limited, i’ve attempted to contact paypal but cant get through to a human but rather a live chat bot. how do i resolve this issue? have others had this problem??
