unable to confirm my ID/Account is limited

Hi all,

I try to link my bank account but it always asks me for identification confirmation.
And when I do it says everything is good..
I try again to link my bank account, but then its says something like

"We apologize. We are unable to process your request at this time. Please try again later."

Can someone help me here.. it's been several weeks

Some banks paypal do not accept so is it a virtual / digital bank OR another countries bank account?

Is the name on the bank the same as your paypal account name.
