solution for restricted account?

Hello,

Some months ago, I saw that my account was not accessible, so I called PayPal and told me that I own them 80 US. The problem is that they (French language based in Ireland PayPal, not Canada one) suggested to get a call from a recovering agency to pay what I own them, but I do not want to because it will affect my credit rating. I created a new account, this time I linked my credit card not my bank account. Can I make a money transfer from my new account to my old one to pay what I own? I plan to delete my old one after. Does my old account will automatically get the payment, or I need to log to accept it? Hope it will be automatic because it would settle my problem.

Thanks.
