I was scammed yesterday. I needed a computer so l wanted to buy one from a well known website in Germany. So l paid with buyer Protection. l got Message from this Account which l interact with it, that Account hacked and this is a scam. I dont know why l have to contact with Paypal Account which l Paid. I have to wait it and have to wait Paypals Solutions. I have proofs and gave all of them. But l have to wait to long to get my money. I need a computer for my thesis so l need my money. İf the buyer Protection can not protect me, why l should use paypal?

Buyer protection covers you for unauthorised transactions (that happens when you are hacked) OR items not received OR items received but not as described. So hopefully you opened a dispute for non receipt of item?
Paypal does not give you a 100% protection against everything, so you have to read up it and then risk assess your purchases.

Even credit cards don't give you 100% for everything, every payment processor has terms and conditions and never tells you that you are covered 100% !!!
As to your payment then how you paid would be between you and the website you purchased from and you still haven't said which dispute you opened so can't advise further unfortunately.

I chose "The item hasn't reached me or I refused delivery". Maybe I should have chosen "Issues with the seller". I couldn't be sure.
What I mean is that there must be fraud among these and problems should be solved faster. Because there is clearer evidence for fraud. When you make a legal contract, you do not have to comply with it. The buyer and the seller will find a solution together. But fraud is a different situation. It also has consequences in terms of criminal law. Therefore it is necessary to approach differently
There were also others who were defrauded using the same method. Therefore, it is possible to think that there is a problem with PayPal as well. I just think this is something that can be improved.

ok looks as if you opened a dispute for non receipt of item.
The seller has the chance to respond, if not when you see an 'escalate' option then escalate it to a claim as its only then that paypal get involved.
Make sure you escalate to a claim BEFORE 20 days are up or the dispute will auto close.
