Seller agreed to full refund after item returned. I have returned the item but it is stuck in customs waiting for seller to pay import tax. What happens if they don't pay it?

Did you open a dispute?
Which did you open?
Did you escalate to a claim?
Did you win the claim?
Or did the seller agree a refund during the dispute part of the claim?
Did Paypal tell you to return the item?
Did they give you a return address?
Did you send with tracking and provide that tracking number to paypal?
Advice is voluntary.
