I was trying to purchase some concert tix on Facebook and the "seller" gave me their email address to pay via PayPal. They insisted using friends and family so I immediately became suspicious. I even offered to pay extra for goods and services transaction but they refused. They showed me their "evidence" of ticket purchase which was obviously fake. As a PayPal user, I cannot find anywhere to report this user. My guess is they have scammed many people this way. Is there anything that I can do?

As you quite rightly did not pay using friends/family then you can't open a dispute to report them unfortunately.
Advice is voluntary.
