I had an issue with my PayPal account last year and my account was limited. I was told that an instruction would be sent in 180 days on how to retrieve my money. 180 days from when i had the issue was end of June 2021. I have sent mails still no response from paypal.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
