"You can no longer use your PayPal account..."

I have created the account in order to receive a payment (which ended up being refund to the sender), and a debt of R$2,56 appeared. After that, I was sent a message saying that "my account has been permanently limited". At this point, all I wanna do is pay that debt, close the account, and never come back to this plataform. If someone can help me solve this, I'd be very grateful.

Contact customer services to pay the debt if you can, hard to advise other options as you haven't said which country you are in.

However you would not be able to close your account,  Paypal limits it to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account.
