"Identity must be verified" but I've submitted all the information and still cannot use account.

"Before you can complete any transactions, you need to verify that you're the account holder. Please visit the Identity Confirmation Dashboard to find out what information we need." This is the message I keep getting. It has been a month since I've uploaded all the required information to gain access to my PayPal account but I am still on this page whenever I check.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
