"Access to your account is permanently restricted"

Good afternoon Back in 2015, I registered my PayPal account and in 2024 I needed it to make a card transaction. As soon as I changed my name (with passport details attached; since I created the account a long time ago, I indicated incompletely correct data) I received a message:
"Access to your account is permanently restricted
After review, we have decided to permanently restrict your account due to the potential risk. You will not be able to conduct further business using PayPal."
How can I restore access, where should I write about this problem? I don’t understand why the account could have been blocked; perhaps I was under 18 at the time of registration in 2015? But I didn’t use the account at all. Is it possible to regain access to the account in such a situation?

If you opened an illegal underage account with fake details ie not your legal name then to be honest I am not surprised you are banned.

You can't do anything on a permanently limited account unfortunately.
Any refunds would either go back to your balance and held for 180 days if you funded your paypal payment via your balance OR automatically go back to any card you used to fund the payment.
Any 'buyers' would be able to file disputes to get their money back if funds available in your balance, you could also refund buyers OR ask paypal to do so for you.
