Hi. I ordered a product July 2020, due various issues brought on covid shipping and manufacture in China I have never received the item. The company has insisted that they would be shipped and indeed, some were sent earlier this year. My last update from the company was that shipping was due for Oct, but I have now found out that they have gone bankrupt. I am now out of pocket by £139 and am unable to open a PayPal dispute. Surely the COVID impact would allow for some lenience on the 180 day rule?

Unfortunately not, paypal the same as most credit cards gives you up to 180 days (6 months) to open a paypal dispute.
You could have opened a dispute on day 179 and then if the item turned up its easy enough just to pay the seller again if you had received a refund.
Advice is voluntary.
