never received items from seller, PayPal refused my claim

I bought some items from a seller who used an Australian web address but was located overseas (but didn't reveal this on their website.) because they were overseas the items I bought were refused at customs and after looking online this happened with multiple people, so the seller was clearly aware of this happening. anyway, I opened a dispute and the seller never replied. I escalated to a claim and provided all the details including order confirmation, communication from the customs office and the seller saying it was not their responsibility. PayPal refused my claim saying I didn't provide enough information, though I'm not sure what else I can possibly provide. what can I do now?

If they were refused at customs then were they items that were against paypals acceptable use policy?

If not then try an appeal?
